It is a first-gen Toyota bB and appears to be lowered and even dumped, has some custom panels, bumper and skirts.
The lowered culture lives on in Moscow as you can see.
The white granules all around car are salt and grit -- the stuff they throw onto roads and pavements to make the snow and ice go away and not to have to clean it.

And here are some press photos GT6 photos of the Toyota bB. I had to buy the thing spending 15,000 credits on it... however it did win me some races (Novice level) only with some minor (ECU tuning) upgrades.
Note that it's in the same color which is Bordeaux Mica.

Toyota also sold a left-hand drive version of the Toyota bB in the US but as the Scion xB.
